Ground-floor interior painting from a platform under 2 metres is not high-risk construction work. A Job Safety Analysis is the right written assessment — solvents, dust, other trades, not a fall from the eave. The moment this job becomes first-floor eaves or a roof, stop using a JSA as the legal document.
When a painting JSA is enough
Not HRCW: ground-floor walls and ceilings from a platform under 2 m. Hazards are real — silica from compound, solvent enamel, other trades — they just aren’t Schedule 3 by themselves.
This is not the occupied Hawthorn terrace on the filled JSA example page. That job has possible lead on original plaster. This one is a new townhouse in Coomera, still curing compound, tilers in the wet areas next door.
First-floor eaves, a void, or a roof: working at heights SWMS. A JSA is not a legal substitute.

Do I need a painting JSA template in Australia?
For ground-floor interiors under 2 m, a JSA is the usual written risk assessment principals ask for. It is not legally prescribed the way a SWMS is. First-floor eaves, a stair void, or any fall greater than 2 m needs a SWMS instead.

Is this JSA valid in NSW, VIC, QLD and WA?
You can generate for each state. NSW, QLD and WA cite the WHS Act/Regulation. Victoria cites the Occupational Health and Safety Act 2004 and Occupational Health and Safety Regulations 2017. There is still no prescribed JSA format — the state line is for honest citations, not a magic stamp.
