Joinery JSA template Australia

Ground-floor cabinet install is usually a JSA job: manual handling, cutting dust, drilling into walls. It is not a SWMS unless you hit high-risk construction work — a fall greater than 2 m, live electrical, asbestos in the wall. This page is a laundry and butler’s pantry in Geelong, not the Penrith kitchen already filled out on the JSA template.

Why this is not the Penrith kitchen

The JSA template page already has a filled kitchen install in Penrith NSW — timber studs, driveway unload, track saw in the yard. This page is a laundry and butler’s pantry in a new duplex in Geelong: masonry walls, a slope to the street, a trough already set, waterproofing you must not drill through.

Still not HRCW if you stay on the ground floor under 2 m and you don’t chase live services. If the wall hides a live cable you cannot confirm, stop and treat it as electrical HRCW or get it isolated.

StepHazardsControls5×5 risk
1. Confirm setout against the waterproofing certificate and the trough
Responsible: Leading hand
  • Drilling through the wet-area membrane behind the laundry wall
  • Other trades still silicone-ing the ensuite next door
  • Unlevel slab hiding a lip at the laundry door
  • Read the waterproofing cert; mark a no-drill zone behind the trough splash
  • Sign in with the builder; don’t drag carcasses through a live wet area
  • Walk the path; pack a lip before the first trolley run
InitialL3×C3 = 9 Medium
ResidualL2×C2 = 4 Low
2. Unload tall pantry and laundry units from a sloping street
Responsible: All workers
  • Manual handling of tall units on a camber
  • Struck by passing cars on a narrow Geelong street
  • Unit tipping at the slab step
  • Two-person lift; trolley once on the slab; don’t walk the pantry on its side down the camber
  • Spotter to the street; hazard lights; don’t unload in the travel lane
  • Temporary ramp or extra hands at the step
InitialL4×C3 = 12 High
ResidualL2×C3 = 6 Medium
3. Scribe carcasses and cut filler next to the trough
Responsible: Cabinet installer
  • Cuts from the track saw and jigsaw
  • MDF dust in a small laundry
  • Water still in the trough splash zone
  • Cut in the garage with extraction; guards on; no gloves on the rotating blade
  • P2 and glasses; don’t cut in the laundry doorway
  • Keep the trough dry; lids on until the cut is done
InitialL4×C3 = 12 High
ResidualL2×C3 = 6 Medium
4. Fix to masonry, fit the bench, silicone to the splash
Responsible: Leading hand
  • Silica dust from hammer-drilling brick
  • Hitting a pipe behind the laundry wall
  • Overhead handling of the tall pantry before it is packed
  • On-tool extraction or wet; P2; don’t dry-drill a string of holes without controls
  • Stud / pipe finder and as-builts; stop if you hit anything unexpected
  • Two-person stand-up for the pantry; temporary packers until it is plugged
InitialL3×C4 = 12 High
ResidualL2×C3 = 6 Medium

Frequently asked questions

Do I need a joinery JSA template?

Principals often want a written JSA for cabinet install even when a SWMS is not legally required. Ground-floor laundry and pantry units are that job. Wall units over a void, or drilling next to a live board, can change the document.

Is the joinery JSA free?

Trial generate and PDF, no card. Don’t photocopy the Penrith kitchen example or this Geelong laundry onto a different floor plan.

SWMS or JSA for joinery?

Ground-floor, platform under 2 m, isolated services: JSA. Roof soffit, live electrical, ACM in the wall: SWMS for that part. A JSA is not a substitute on HRCW.

NSW, VIC, QLD, WA?

State-aware citations. Victoria uses the OHS Act 2004 and OHS Regulations 2017; the others use WHS. There is no prescribed JSA form in any of them.
