Work on or near energised electrical installations is high-risk construction work. Isolation, proving dead, and a licensed electrician are the job — not a copied “be careful of power” line. If the whole task is an isolated, extra-low-risk fit-off, use the electrical JSA instead.
When this is a SWMS — and when it is a JSA
HRCW category: work on or near energised electrical installations or services. Licensed electrician. Isolation and testing are controls, not a reason to skip the SWMS when something in reach is still live.
If the job is an isolated extra-low-risk fit-off — board locked off, proved dead, no live adjacent equipment — use the electrical JSA instead. Don’t dress that JSA up as a live-board SWMS, and don’t downgrade this café upgrade to a JSA because “we’ll try to isolate”.

Replace the tenant’s main switchboard. The adjoining tenancy stays open; their supply shares the cupboard. Licensed electrician, isolation of this tenancy, testing, then a controlled restore. Not a new-house GPO fit-off.

When do I need an electrical SWMS template?
When the work is on or near energised electrical installations or services — switchboard upgrades with adjacent live tenancies, fault-finding on a live board, any task where isolation of everything in reach is not reasonably practicable. That is HRCW under Schedule 3.
Is the electrical SWMS free to generate?

Do I need a SWMS or a JSA for electrical work?
Energised or near-energised: SWMS. Isolated, proved-dead, extra-low-risk fit-off: JSA is enough for that task. Livening or working next to a live adjacent board puts you back on this page.
Does it cover NSW, VIC, QLD and WA?
Yes — WHS Act/Regulation in NSW, QLD and WA; OHS Act 2004 and OHS Regulations 2017 in Victoria. Electrical licensing and the relevant electrical safety laws in each state still apply on top of the SWMS.
Should residual risk stay High on live electrical work?
Often yes. Isolation cuts likelihood; contact with an adjacent live bus still has severe consequence. Residual High after controls is honest. Residual Low on a live board is not.
