Floor-level maintenance is not confined space

Stay on the floor, guards off only after LOTO, grease nipples you can reach, inspect the interlock. That is this JSA. If someone has to put their body into the hopper, the pit or a tank, stop and use the confined space SWMS.

1. Isolate the conveyor, lock-out, prove it cannot restart
Responsible: Maintainer
  • Unexpected start while a guard is off
  • Adjacent line still running — noise and struck-by at the transfer
  • Wrong isolator on a shared MCC
  • LOTO on the isolator you tested; try-start; keep the key
  • Barricade the transfer; tell the adjacent operator
  • Trace the circuit; don’t trust a faded label

2. Grease bearings and inspect guards from the floor
Responsible: Maintainer
  • Pinch on rollers with the guard off
  • Slips on spilled grease
  • Awkward reach under the belt — if you start climbing in, you have changed the job
  • Guards off only after LOTO; no hands in nips
  • Absorbent on spills as you go; don’t leave a slick for production
  • If you cannot reach from the floor, stop — do not enter the frame as a confined space without the other SWMS

3. Refit guards, check interlocks, remove LOTO, test run

  • Test run with a person still in the line of fire
  • Interlock taped out “just for the test”
  • Tools left on the belt
  • Everyone clear; shout / radio; start from the panel, not from a local jog with someone in the frame
  • Interlocks work or the line stays locked — no tape
  • Count tools; walk the belt before the first carton

4. Hand back to production and record the grease points done

  • Production starting while a guard is still in your hand
  • Missing a grease point that fails next week — not a WHS drama, still a miss
  • Verbal handover; guards on; LOTO board empty
  • Tick the points on the sheet; don’t rely on memory

Frequently asked questions

Do I need a maintenance JSA template?

For low-risk, floor-level plant work that is not HRCW, a JSA is the usual written assessment. Isolation still matters. If the task is construction work in a confined space, near live electrical, or with mobile plant, you have the wrong page.

Is the maintenance JSA free?

SWMS or JSA for maintenance?

Floor-level, isolated, no Schedule 3 category: JSA. Confined space, energised electrical, asbestos, a trench: SWMS. “We do this every month” does not change the category.

NSW, VIC, QLD, WA?

Citations follow the state (WHS, or Victoria’s OHS Act 2004 and OHS Regulations 2017). SA, where this example sits, uses WHS. Isolation and guarding laws still apply on top of the JSA.
