Roofing SWMS template Australia
Roof sheeting is almost always high-risk construction work: fall greater than 2 m, plus fragile sheets, wind and an exclusion zone below. This template is for that job — not a ground-floor tiling JSA with “roof” written at the top.
When a roofing SWMS is required
HRCW: risk of a person falling more than 2 metres, and often work on or near fragile material (skylights, old fibro, rusted sheets). Commercial warehouses are not “low rise enough to skip the SWMS”.

Replace damaged metal sheets and work around existing skylight bays on a 6 m warehouse. Crane-landed packs. Ground-floor pickers still using the aisle until the exclusion is live.

Roofing SWMS vs a JSA on the same site
The warehouse office fit-out on the ground floor can be a JSA. The roof cannot. If a principal wants both documents, hand them both. Don’t hand them a tiling-style JSA for the sheets. SWMS vs JSA.

Do roofers need a SWMS template in Australia?
If there is a risk of a fall greater than 2 metres — and on metal sheeting there usually is — yes. A roofing SWMS has to name that HRCW category, the PCBU, consultation, and how edge protection and the exclusion zone will actually be run, not just listed.

Is a JSA enough for metal roof sheeting?
No. Sheeting a roof with a fall over 2 m is HRCW. A JSA is not a legal substitute. Ground-floor work on the same site can still be a JSA — write both, don’t downgrade the roof.
Does a roofing SWMS cover NSW, VIC, QLD and WA?
Pick the state at generate. NSW, QLD and WA get the WHS Act/Regulation. Victoria gets the OHS Act 2004 and OHS Regulations 2017. Fragile roof and fall codes still apply in each jurisdiction.
Why does residual risk stay High on a roof SWMS?
Edge protection and mesh cut likelihood. They do not make a 6 m fall minor. Residual High after controls is expected on a live roof. Scoring it Low is the wrong document.
