HRCW: work likely to involve disturbing asbestos. A planned Class B strip of vinyl and cement sheet is one job. An unexpected fibro soffit in a demolition sequence is another — you stop the demo SWMS and treat ACM as the primary hazard.

  • Planned removal: this SWMS, the right licence, enclosure / wet methods as required, waste tracked.
  • Unexpected find: stop, isolate, don’t keep stripping, get it identified, then a new SWMS.
  • Not ACM after testing: you may return to the original document — don’t assume, test.

Frequently asked questions

When do I need an asbestos SWMS template?

When the construction work is likely to involve disturbing asbestos. That is HRCW. Friable vs non-friable, and Class A vs Class B licences, still sit on top of the SWMS — the document does not replace the licence.

Can I download a free asbestos SWMS?

Generate in the trial. The example is a planned non-friable removal in a school amenities block, not a licence and not a clearance certificate.

What if we find ACM we didn’t plan for?

Stop, isolate the area, keep people out, tell the PCBU. Don’t keep demolishing on a demolition SWMS. Replan with this document and the right licence. Unlicensed “bag it and hope” is not a control.

Does this cover NSW, VIC, QLD and WA?

Citations follow WHS or Victoria’s OHS Act 2004 / OHS Regulations 2017. Each state still has its own asbestos licensing and notification rules — the generator does not issue a licence.
