JSEA template: Job Safety and Environmental Analysis
If you searched for a JSEA template, you are in the right family. A JSEA is a job-step risk document — hazards, controls, who is responsible — the same idea as a JSA, sometimes with environment written in. On high-risk construction work in Western Australia you still need a SWMS (or equivalent) before work starts.
JSEA, JSA and SWMS are the same paperwork family — with one legal line
Western Australian sites, miners and many principals say JSEA — Job Safety and Environmental Analysis. The table looks like a JSA: break the job into steps, write the hazards, write the controls, score the risk, sign on. Environment (spills, waste, stormwater) is often an extra column or a few extra lines, not a different statute.
A JSA template is the document to generate when the work is not high-risk construction work. A SWMS template is what WA WHS still requires before HRCW starts — even if the gate asked for “your JSEA”.
On HRCW in WA, a JSEA does not replace a SWMS
Work Health and Safety Act and Regulations (WA) still treat high-risk construction work as needing a Safe Work Method Statement before work starts. Fall greater than 2 m, work on or near energised electrical installations, demolition of a load-bearing element, asbestos, confined space, trench or shaft deeper than 1.5 m — that list is on the HRCW checklist. Naming the PDF “JSEA” does not change the category.

What is a JSEA template?

Do I still need a SWMS for high-risk work in WA?
Yes. On HRCW in Western Australia you still need a SWMS (or equivalent) before work starts. A JSEA is not a legal substitute for that. Fall greater than 2 m, energised electrical, demolition, asbestos, confined space, trench deeper than 1.5 m — SWMS.
